New Crime: Aggravated Felon in Possession of a Firearm

Creates the crime of aggravated felon in possession of a firearm when a person who has been convicted of a felony possesses three or more firearms or has certain prior convictions. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both.

Measure 114 Implementation

The Oregon House concurred with the Senate amendment and repassed HB 4145B! This is great news! On March 5, the Oregon Senate passed HB 4145 B..

The bill,now called HB 4145 B to reflect the incorporation of the -A9 amendment, was adopted in the Senate Rules Committee on March 4. The bill was moved to the Senate floor with a do pass recommendation.

HB 4145-A9 removes the unnecessary exemptions and restores Measure 114 to the document voted into law by Oregonians. To adjust to the court delays of Measure 114, the -A9 amendment changes the dates by which permit to purchase and final sales of large-capacity magazines must be ended. The -A9 maintains the processing PTP to 30 days and the fees are to remain at $65 for an initial permit and $50 for renewal.

SB 243 Oregon

Ban RFAs, Regulate Concealed Carry Locations (Was: Relating to Firearm Background Checks)

Passed and effective as of September 26, 2025

SB 243 C bans rapid fire activators (RFAs) including bump stocks; allows local public entities to prohibit concealed carry license holders from bringing hidden guns into public buildings.

Tragically, this version also includes a harmful change: the removal of the 72-hour waiting period, a concession supported by Democratic Representative Paul Evans. Eliminating this commonsense safeguard will very likely contribute to continued high rates of firearm-related suicide.

Arms dealers in Oregon are required to have a federal license to be "in the business" of selling firearms. HB 3076-2 requires federally licensed firearms dealers operating in Oregon to also be licensed by the state of Oregon. Security, accountability, and reporting requirements are required.
