Federal 2025-2026 Session
This bill establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels.

At the federal level, the bill establishes statutory requirements for firearms on residential premises to be safely stored if a minor is likely to gain access without permission or if a resident is ineligible to possess a firearm.

An individual who violates the requirements is subject to criminal penalties. A firearm stored in violation of the requirements is subject to seizure and forfeiture.

At the state and tribal levels, the bill requires the Department of Justice to award grants to implement functionally identical requirements for the safe storage of firearms.

New Crime: Aggravated Felon in Possession of a Firearm

Oregon 2026 Legislative Session

Creates the crime of aggravated felon in possession of a firearm when a person who has been convicted of a felony possesses three or more firearms or has certain prior convictions. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both.

Measure 114 Implementation

Oregon 2026 Legislative Session

The Oregon House concurred with the Senate amendment and repassed HB 4145 B. The bill no longer has the unnecessary carve outs which is good but the bill delays the implementation of Measure 114 until January 1, 2028 -- which is more than 5 years after voters passed Measure 114.

The bill, now called HB 4145 B to reflect the incorporation of the -A9 amendment, was adopted in the Senate Rules Committee on March 4. The bill was moved to the Senate floor with a do pass recommendation.

SB 243 Oregon

Ban RFAs, Regulate Concealed Carry Locations (Was: Relating to Firearm Background Checks)

Passed and effective as of September 26, 2025

SB 243 C bans rapid fire activators (RFAs) including bump stocks; allows local public entities to prohibit concealed carry license holders from bringing hidden guns into public buildings.

Tragically, this version also includes a harmful change: the removal of the 72-hour waiting period, a concession supported by Democratic Representative Paul Evans. Eliminating this commonsense safeguard will very likely contribute to continued high rates of firearm-related suicide.

State Licensing for Arms Dealers

Arms dealers in Oregon are required to have a federal license to be "in the business" of selling firearms. HB 3076-2 requires federally licensed firearms dealers operating in Oregon to also be licensed by the state of Oregon. Security, accountability, and reporting requirements are required.
