New Crime: Aggravated Felon in Possession of a Firearm

Creates the crime of aggravated felon in possession of a firearm when a person who has been convicted of a felony possesses three or more firearms or has certain prior convictions. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both.

Measure 114 Implementation

HB 4145 A passed the House on Feburary 25 and is scheduled for a public hearing at 1 PM Friday, February 27.

This bill makes important changes that will help implement Measure 114 but some changes that do not reflect the intent or spirit of Measure 114.

Ceasefire Oregon supports the passage of HB 4145 A even though we are not supportive of the exemptions for law enforcement from the permit to purchase requirement as well as allowing law enforcement to purchase and possess large capacity magazines (LCMs) when ordinary citizens cannot. We disagree with other unnecessary additions to HB 4145 A that alter Measure 114. We have been told, however, that the bill, which contains changes that are necessary to implement Measure 114, will not pass without the carve outs for law enforcement. In other words, our hand is being forced. To implement Measure 114, the people of Oregon must accept carve outs that benefit those who directly opposed Measure 114.

HB 4145-3 includes clarifications and updates that are necessary to implement Measure 114 but it also DELAYS the implementation of the permit to purchase requirement until January 1, 2028; removes the permit to purchase requirement for active duty law enforcement, parole, probation, and peace officers; and allows active duty, off-duty law enforcement, parole, probation, and peace officers to purchase and possess large-capacity magazines for personal use. Under HB 4145 A, LCMs purchased before the ban was implemented and LCMs purchased by active duty law enforcement for personal use may be carried without the transportation and location restrictions in Measure 114. HB 4145 A still retains the fee increase.

HB 4145 damages Oregon's initiative petition process by giving a carve out to a powerful special interest group that publicly opposed Measure 114.

SB 243 Oregon

Ban RFAs, Regulate Concealed Carry Locations (Was: Relating to Firearm Background Checks)

Passed and effective as of September 26, 2025

SB 243 C bans rapid fire activators (RFAs) including bump stocks; allows local public entities to prohibit concealed carry license holders from bringing hidden guns into public buildings.

Tragically, this version also includes a harmful change: the removal of the 72-hour waiting period, a concession supported by Democratic Representative Paul Evans. Eliminating this commonsense safeguard will very likely contribute to continued high rates of firearm-related suicide.

State Licensing for Arms Dealers

Arms dealers in Oregon are required to have a federal license to be "in the business" of selling firearms. HB 3076-2 requires federally licensed firearms dealers operating in Oregon to also be licensed by the state of Oregon. Security, accountability, and reporting requirements are required.

HB 3075 Oregon

Modifications to Ballot Measure 114

HB 3075-2 makes minor but necessary modifications to Measure 114. These modifications are supported by Lift Every Voice Oregon and Ceasefire Oregon. On June 2, 2025, SCOTUS declined to hear a challenge on a high-capacity magazine ban in the case Ocean Tactical Supply v Rhode Island thus creating a solid foundation for moving forward with HB 3075.
