This bill begins a quest by Rep. Art Robinson to amend the Oregon Constitution to include a right to carry a loaded, concealed firearm. Currently, people who wish to carry loaded, hidden guns must apply for a permit, take a online online course, pass a background check a pay a fee. If SJR 3 is passed by the Oregon legislature, the bill would be referred to the Oregon voters without having to go through the initiative petition process of collecting signatures.
